Every module is a plugin
Sales and Sales documents can now be switched off like everything else, and a module that is off is genuinely absent.
What changed
Sales and Sales documents were marked as shipping with the product, so the Plugins page offered no switch for them at all. Nothing about them is structural — a business that only runs projects has no use for quotations — so they are now ordinary entitlements like every other module.
Settings stays core. Switching it off would remove the page holding the switch.
What "off" means here
Not in the menu
The module and its submodules disappear from the sidebar rather than being greyed out.
Not in Fields & rules
You cannot customise fields for a module you are not running.
Not in Roles
Its permissions are not offered, so nobody can be granted access to something absent.
Refused by the API
A request to a switched-off module is refused with a message naming the module, rather than half-working.
Does this affect anything existing?
Your data is untouched either way. Switching a module off hides and disables it; it deletes nothing, and switching it back on returns everything.
Sales documents now declares that it needs Sales. The plugin page enforces this in both directions: documents cannot be switched on without customers to bill, and Sales cannot be switched off underneath them.
Every plan already includes both, so switching them off and on again is safe — you cannot strand yourself.
The seed writes these flags on every deploy, so businesses that already had these installed pick the change up rather than staying locked.
